截至美东时间9月30日下午6时，美国参众两院均已通过一项临时拨款法案，暂时缓解了美国政府的停摆危机。美国政府的"关门事件"在过去45年中共发生21次，最近一次发生在2018年末到2019年初，当时政府关门时间达到了34天之久，创下历史记录。
9月23日，美国白宫预算办公室发出通知，指示各联邦机构为新冠疫情以来美国政府首次停摆做好准备。9月30日，美国国会拨款给联邦政府的运作资金将会期满终止，当前仅剩2天的时间。若新的拨款法案未能通过，各政府部门和机构将从10月1日新财年第一天起执行停工计划。
此前，众议院批准了一项临时拨款法案，内容包括为政府提供资金、暂停债务上限和救灾等紧急援助。该法案将为美国政府提供资金至12月，并允许美国在2022年的大部分时间内自由借贷。9月27日，上述法案未能在参议院获得通过。立法者和政府官员对新冠疫情期间政府部分关闭的负面影响表示担忧。
根据前几年的情况来看，政府停摆会对移民业务的审理造成部分影响。其中，需要支付申请费用的移民申请基本不会受到影响，包括美国移民局的多项移民申请服务和国务院的签证服务等，大多将继续进行，但现有的审理延迟时间可能会继续增加。
但在政府停摆期间，移民局的电子验证（E-verify）服务将受到影响而停止。此外，美国劳工部将无法处理LCA和PERM申请，及确定现行工资标准。
